Director of Environmental Management & Preparedness
The North Central District Health Department is currently accepting applications for a full-time Director of Environmental Management and Preparedness to serve on its Executive Leadership Team based at the District Office in Shelbyville, KY.
General Duties:
Directs two department leaders as direct reports — the Environmental Health Director and the Public Health Preparedness Manager — with indirect oversight of the combined divisional staff, including the Environmental Health Director’s team of Health Environmentalists. Administers full financial and operational accountability for the division, including budget development, grant administration, and program plan management. Partners with the Public Health Director and the District Board of Health on organizational strategy, community engagement, and budget priorities. Leads strategic planning and long-range operational forecasting for environmental management and emergency/public health preparedness across the District’s four-county footprint. Establishes administrative rules, regulations, and policies governing environmental and preparedness programs, and ensures agency-wide compliance with federal, state, and local environmental, public health, and emergency management laws and regulations. Leads District-wide emergency response activation and coordination during public health emergencies, disasters, and bioterrorism events. Reviews and evaluates department leaders’ performance and recommends promotion, hiring, performance, and salary actions. Represents the agency at community, regional, and state-level meetings and serves as the District’s primary liaison to state and federal emergency management and public health preparedness partners. Meets with the Board of Health to describe and discuss agency activities.
Minimum Education, Training or Experience:
Master’s Degree from an accredited college or university, in Environmental Health, Public Health, Public Administration, Business Administration, Emergency Management, or other related field. Must have at least five (5) years of progressive experience in environmental health, public health preparedness, or a related public health field, three (3) of which must have been in an administrative or supervisory capacity with responsibility over multiple programs, divisions, or direct reports.
Substitution Clause for Required Education: A Bachelor’s Degree, from an accredited college or university, in Environmental Health, Public Health, Public Administration, Business Administration, Emergency Management, or other related field, with a minor or twenty-four (24) semester hours in environmental health, biological, or physical science (or registration as a Kentucky Environmental Specialist/Sanitarian under KRS 223), with at least eight (8) years of progressive experience in environmental health, public health preparedness, epidemiology, or a related field, five (5) of which must have been in an administrative or supervisory capacity with responsibility over multiple programs, divisions, or direct reports.
Special Requirements:
Must possess and maintain a valid driver’s license with reliable transportation. Must be available for on-call duty and able to respond to emergencies, disasters, or bioterrorism/public health incidents outside of normal working hours. Registration as a Kentucky Environmental Specialist/Sanitarian under KRS 223 is preferred.

Director of Communications
North Central District Health Department is accepting applications for a full-time Communications Director based at the Shelby County Health Department in Shelbyville, Kentucky.
The Communications Director leads NCDHD’s internal and external communications, public relations, marketing, media relations, and digital communications. This position works closely with the Public Health Director, leadership team, staff, community partners, and media to promote NCDHD programs and services and ensure timely, accurate, and effective communication with employees and the public.
The Communications Director also serves as an agency spokesperson, leads strategic planning activities, supports public health accreditation efforts, and coordinates communications during public health emergencies.
Key Responsibilities
- Develop and implement agency-wide communication, public relations, and marketing strategies.
- Write, edit, and design newsletters, news releases, brochures, flyers, reports, presentations, and other informational materials.
- Manage and oversee NCDHD’s website, social media, and other digital communications.
- Serve as an agency spokesperson and primary media liaison, including responding to media inquiries and participating in interviews and press events.
- Monitor media coverage and identify opportunities to promote agency programs and public health initiatives.
- Coordinate internal communications to keep employees informed of agency activities, priorities, and important updates.
- Develop talking points, presentations, reports, and other communications for the Public Health Director and leadership team.
- Coordinate the development of NCDHD’s Annual Report.
- Build and maintain relationships with community organizations, government agencies, media representatives, and other partners.
- Lead the agency’s strategic planning committee.
- Provide oversight and direction to the Accreditation Coordinator and designated communications/social media staff.
- Support NCDHD’s public health accreditation activities.
- Coordinate public information and media communications during emergency preparedness, response, and recovery activities.
- Participate in community events, presentations, preparedness exercises, and other agency activities.
- Perform other duties as assigned.
Minimum Qualifications
- Bachelor’s degree in communications, journalism, public relations, marketing, media, or a related field.
- Three years of professional experience in journalism, public relations, communications, marketing, or a related field preferred.
- Excellent written, verbal, editing, and presentation skills.
- Experience with social media, website content, digital communications, and graphic design.
- Proficiency with Microsoft Word, Outlook, Excel, PowerPoint, Publisher, and related technology.
- Ability to manage multiple projects and deadlines while working effectively with leadership, staff, media, and community partners.
Experience in public health, healthcare, government, nonprofit communications, supervision, strategic planning, or emergency communications is a plus.

Director of Nursing
The North Central District Health Department is currently accepting applications for a full-time Director of Nursing. This is a non-exempt, contract position based at the Shelby Co. Health Department in Shelbyville, KY, and serving the four counties within the District – Henry, Shelby, Spencer, and Trimble. This position will report to the Director of Clinical Operations.
General Duties:
Directs, plans, organizes, and provides financial management of a comprehensive public health nursing program. Serves as an expert nursing resource person, with an extensive level of experience, judgment, and independent application on all matters pertaining to nursing. Establishes, interprets, and disseminates agency and state protocols, with interpretation of statutes and regulations that impact public health nursing. Reviews and updates all nursing care policies and procedures. Participates in the development and administration of budgets. Collaborates with the Director of Clinical Operations to develop service plans to assist in meeting community health care needs. Assigns and oversees activities of the nursing staff. Assesses staffing utilization and needs. Participates in the recruitment and selection of nursing personnel. Provides orientation for new staff members and completes performance evaluations of staff as assigned. Actively participates in quality assurance and utilization reviews. May represent the agency at state meetings or in making public health presentations.
Minimum Education, Training or Experience:
Must have an RN license in Kentucky or a compact state and seven (7) years of Registered Nurse (RN) experience in public health, of which three (3) years must include supervisory experience. Substitution for Education, Training or Experience: A Bachelor’s Degree with six (6) years of Registered Nurse (RN) experience in public health, of which three (3) years include supervisory experience. A Master’s Degree in Nursing, Nursing Administration, Nursing Education, or Public Health with five (5) years of Registered Nurse (RN) experience in public health, of which three (3) years include supervisory experience.
